Unlike Union Bay, where the challenge was replacing an aging building, Mount Washington required building an entirely new fire protection service from the ground up – on a mountain, in a location with a limited construction season, on terrain that has thrown more than a few surprises at the project team. The community’s need for fire protection has been painfully illustrated on more than one occasion. Years ago, a house fire on the mountain highlighted the absence of local response capacity – at the time, Courtenay Fire Department would only dispatch if someone was confirmed trapped inside a burning structure. A referendum to establish a fire hall failed. Then, around 2015, three chalets burned down in another fire, and a second public consent process
