A culture of collaboration The partnership between Graham and the Township of Mapleton began with Mapleton issuing a qualifications-based RFP, which Graham successfully responded to. The Township was seeking a partner that could provide an integrated solution that encompassed both financing and delivery, and it was important to them that they retain full ownership of their utilities at the end of the day. Graham and their MAP model ended up being a perfect fit. “Our RFP was seeking some specific outcomes,” Baron recalls. “We wanted off-balance sheet debt treatment and needed to retain full ownership of our water and wastewater utilities. We wanted a partner that would be able to build and execute these projects, not just provide financing.
