The Township of Mapleton, located in the County of Wellington in Ontario, is advancing a $41 million project to expand and modernize their water and wastewater infrastructure. This investment is a foundational step to enable new housing development for the community and support long-term sustainable growth. Under normal circumstances, a municipality of Mapleton’s size would not have the financial capacity to deliver a project of that kind of complexity and cost — at least, not without surrendering ownership or part ownership of their utilities to a private entity. Through an innovative partnership with Graham, however, Mapleton is delivering the series of upgrades while retaining full public ownership – and their success is serving as a model to other rural communities seeking to overcome barriers to growth. MAP is a customizable 50/50 partnership model, tailored to water and wastewater projects, enabling municipalities to retain full ownership of their assets while accessing private, off-balance sheet financing.
